<span style="font-size: large;">A new development has made it even more enticing to the public, as Apple launched a new app that will allow the company to gather irregular heart rhythm data from the watches’ heart rate sensors.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Dubbed as The Apple Heart Study app, the extremely helpful feature will be able to detect irregularities and send notifications to watch owners who may be unknowingly suffering from atrial fibrillation (AFib).</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The medical initiative was first launched last September as part of the watchOS 4, The Verge reports.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">In partnership with experts from Stanford University, Apple hopes to collect heart rate data, which could further aid patients, doctors, and researchers to detect and cure heart irregularities.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">“Working alongside the medical community, not only can we inform people of certain health conditions, we also hope to advance discoveries in heart science,” Apple’s chief operating officer, Jeff Williams, said in a statement.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Heart rate is measured by green LED lights flashing hundreds of times per second, as well as photodiodes, which monitor the amount of blood flowing through the wrists.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Moreover, Apple Watch users who took part in the survey will be notified through their devices if an irregular heartbeat is detected.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Those who will be flagged will also receive free consultation with a study doctor and an electrocardiogram (EKG) patch for further observation.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">As of wiring, the app is available only in the US App store and accepts users 22 years or older. They must also possess an Apple Watch Series 1 or later model.</span><br />

Using technology not available 10 years ago, access to quality health-related data by local health professionals, the local chief executives in the rural LGUs and policy makers will benefit from WAH. </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The Wireless Access for Health Initiative (WAH) is a result of a public-private partnership that goes back to the year 2009.  Currently, the WAH Initiative is partnered with over 100 Local Government Units (LGUs) and is involved in assisting the LGUs to improve and manage their local health units with the use of the WAH Digital Platform.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">WAH consolidates process management innovations, wireless, mobile, and digital communications technologies that result in a clinic-centered health information platform that is used in Rural Health Units (RHUs) by health workers and professionals.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">WAH is used to collate, store and transmit information from the RGHUs to their LGU Health Office and Provincial Health Office. The information and data is critical in the decision-making process of their LGUs and Provincial governments.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Aside from transmittal and storage of data, WAH is able to generate reports that are compliant with the format of the Department of Health (DOH).</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">This enables the decision makers to have accurate data for analyzing, evaluating and determining the healthcare requirements of their constituencies.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Patient records are easily retrieved by healthcare professionals thus this speeds up the process of checking up and visiting patients resulting in more patients getting care.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Currently, the system has grown to 106 clinics in 65 municipalities, 4 cities, and 24 provinces across the Philippines six of which are Geographically  Disadvantaged Areas (GIDA). </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Using laptops, PDAs and Tablets, the WAH system is used in the collation of data, organizing data and even analysis. Patients are also given access to information, provides health and wellness related education.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The WAH Initiative recently won 3rd Place in the HealthTech Challenge competition held at the Asian Institute Of Management and was organized by the Swiss Embassy and the AIM in commemoration of the 60th anniversary of diplomatic relations between the Philippines and Switzerland.</span><br />

The event included symposia on its advocacies, projects, and programs that utilize technology. These technologies help bring public health services to Filipinos that are otherwise unable to access such services due to barriers in distance and affordability.</span></div>

<span style="font-size: large;">The RxBox is the result of the cooperation between the National Telehealth Center, The DOST and UP Diliman. According to Dr. Portial Marcelo, director of the National Telehealth Center, the RxVBox can also function as a diagnostic tool since it can monitor the patient’s  heart rate, pulse rate, blood and blood oxygenation. The RxBox enables remote consultations between patients, community health workers, and urban based experts. </span></div>

<span style="font-size: large;">The RxBox is deployed in remote rural communities and communities that have a high poverty incidence. <span style="font-size: large;">One of the earliest data processing systems originated in the mid 1960’s and focused specifically on clinical data management. As these systems (now known as hospital information systems) began to garner attention, the healthcare industry began to see the development of electronic medical record systems. The original systems were nowhere near as functional as modern methods of maintaining medical information. Also in the 1960’s, the development of the Problem Oriented Medical Record by Larry Weed introduced the idea of using electronic methods of recording patient information.</span></div>

<span style="font-size: large;">Shortly thereafter, in 1972, the first electronic medical record system was developed by the Regenstrief Institute. Although this technology was the first of its kind, due to high costs, the systems were not initially attractive to physicians and used instead by government hospitals and visionary institutions. Into the 1990’s, personal computers were becoming more affordable and the Internet emerged. These innovations allowed for faster, easier access to information and the introduction of health information online – setting the stage for web-based EMR’s.</span></div>

<span style="font-size: large;">In 1991, the Institute of Medicine made the case that by the year 2000, each physician’s office should be using computers in their practice in order to improve patient care. Although it was not turned into law, the Institute did provide a variety of recommendations to achieve that goal. As the emergence of EMR’s continued, there were also adjustments made to the rules and regulations surrounding privacy and confidentially of medical records. In 1996 the Health Insurance Portability and Accountability Act (HIPAA) was introduced in response to growing issues facing healthcare coverage, privacy and security in the United States. To follow disclosure and confidentiality regulations included in HIPPA, organizations have begun to shift to electronic systems to comply with these laws.</span></div>

<span style="font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-size: large;">With the emergence of web-based software in the early 2000’s the need for electronic medical record systems to be developed through remotely-hosted systems became evident. The ability to access information remotely or store on a remote-system, made the electronic method of keep records more appealing and ultimately more affordable for physicians to implement into their practice. During President George W. Bush’s time in the Oval Office, the budget for healthcare IT projects was doubled; a new sub-cabinet position of National Health Information Coordinator was created, as well as the call for an industry-wide adoption of electronic health record systems by 2014. This mandate has been supported by President Obama as part of the American Recovery and Reinvestment Act (ARRA), a piece of legislation aimed at directing additional funding and incentives to healthcare professionals who adopt these electronic medical systems and follow the concept of “meaningful use” by the year 2014.</span></div>

Physicians are trained to peer into your life, past and present, and ask all sorts of sensitive, if not uncomfortable, questions. Have you ever used marijuana or cocaine? How about steroids? How many sexual partners? Ever had a sexually transmitted disease? An abortion? Had sex with the same sex? How much do you smoke or drink? Have you used Botox or had plastic surgery? Have you been depressed or been treated for mental illness? And how about your marriage—or marriages?</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">You get the gist; the experience is intrusive. But the doctor-patient relationship was never meant to be other than confidential and privileged and solely for the benefit of the patient. Patients expect it, or they would not be forthcoming. And doctors take the Hippocratic oath, pledging to hold sacred their patients' secrets. This pledge of confidentiality, however, is now challenged by a world where computers rule and health information falls into many hands. One might well ask whether medical privacy is just too outmoded a concept for today's information-hungry world.</span></div>

<span style="font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-size: large;"> Most of us are aware that the risk to privacy of any information increases exponentially with each additional person whom we tell. This is especially true for electronic communication. Social networking members, who have shared what they thought was private information with “friends,” have too often found that the information is now accessible far beyond what they ever imagined; now it is permanently engraved in cyberworld. These observations rightly raise concerns when information in a medical record is involved.</span></div>

<span style="font-size: large;">People are asking whether any kind of electronic records can be made safe. If one is looking for a 100% privacy guarantee, the answer is no. But then, paper records are not 100% secure either. There have been cases where paper medical records, especially parts of them, have disappeared. There was a case where boxes of patient records from a doctor’s office were found in a garbage dumpster and a case in which stolen medical records were recently found washed up on a Maine shore.</span></div>

<span style="font-size: large;">On a hospital unit, a patient’s paper record (chart) is often available to anyone with a white coat, a badge that looks like the identification badge of the agency, and the courage to pick up the chart. With an electronic record, it is more difficult for an unauthorized person to gain access to a healthcare record. To do so a person needs more than a white coat and a badge; the person also needs a login name and a password. </span></div>

<span style="font-size: large;">To answer the question posed by the title, despite opposition from those who have a vested interest in not having an EHR, or even an EMR, such as drug companies whose drugs are creating previously uncovered side effects, or agencies that make money by repeating lab tests, electronic health records are a plus. This does not mean that efforts to protect healthcare data should be lessened. It does mean that we need to acknowledge the considerable progress already made in protecting healthcare data and the progress that will continue to be made. No, the records will never be 100% safe; but the benefits outweigh the risks, and no information, once shared, is ever 100% safe from disclosure.</span></div>

CHITS is part of the National Telehealth System wherein medical services for the public are linked electronically. CHITS is part of that system as well as the RxBox.</span></div>

<span style="font-size: large;">The City of Pagadian has already improved its capacity in providing health care to its citizens. The city's four main health centers are all integrated with CHITS and it is the first city in the Zamboanga Peninsula to do so.</span></div>

<span style="font-size: large;">The University of the Philippines (UP) Manila – National Telehealth Center undertook the training of the city health office staff through the initiative of Pagadian City Mayor Romeo Pulmones and the City Health Officer, Dr. Noel Ceniza. The training and deployment of CHITS were undertaken in the districts of Sta. Lucia, San Pedro, Balingasan and San Jose, all of the has coverage on 54 barangays in the city.</span></div>

It has almost became the heart of every health care practitioner, to the point where it has gained the spotlight more prominently than the patients themselves. However, not only does this require considerable time from healthcare workers, it also means some drawbacks for the general health care delivery to individuals. </span><br />

<span style="font-size: large;">More specifically, in the aforementioned study, results show that Over a 2-month time frame, 1515 trainees in 24 specialties completed the survey. Most (92%) reported that documentation obligations are excessive, that time spent with patients has been compromised by this (90%), and that the amount of clinical documentation has had a negative effect on patient care (73%). Most residents and fellows reported feeling rushed and frustrated because of these documentation demands. They also reported that time spent on these tasks decreased their time available for teaching others and reduced the quality of their education. Respondents reported spending more time on clinical documentation than on direct patient care.</span><br />

<span style="font-size: large;">The recently held Hackathon by HealthHacks had 80 participants and that comprised 20 teams. The hackathon last Feb 4 – 5, 2017 generated 20 technology driven solutions for healthcare and the medical field. Developing and coding the solutions overnight within a span of 20 hours, these solutions were generated after undergoing mentorship from a diverse group of consultants ranging from technical to business acumen of mentors.</span></div>

<span style="font-size: large;">The hackathon participants came from colleges and universities with those as young as senior high school and college level students. </span></div>

<span style="font-size: large;">Team YouthHack developed a smartphone app that would help in ensuring that Cardio-Pulmonary Resuscitation (CPR) be done properly and correctly. Citing statistics on the mortality rate of heart attack victims, the timely application of  CPR will spell the difference between life and death. Upon utilization  of the app at a time of emergency, the smartphone will tell through voice prompts if the procedure is being done correctly by the one conducting the CPR. </span></div>

This app enables the user to check any locality in the country for health hazards such as Dengue Clusters or any outbreak of any disease. E reward can be discounts to health related and wellness products that will enable them to have fun will living a healthy lifestyle.</span></div>
