At the afterparty of the recently concluded Ms. Universe Beauty Competition, the newly-crowned Miss Universe Iris Mittenaere disclosed that dental health will be her main campaigns during her one year reign.</div>

Stunning at the red carpet in Okada Manila, the 23 year old beauty queen is currently pursuing a degree in dental surgery. She disclosed that dental health was as much as important as any health issues in the body.</div>

Citing that there is currently a dearth in dental healthcare expertise in her country, she would  focus on charity dental healthcare. “I’m going to be a dentist. This is a big problem in my country, and in a lot of countries,” Mittenaere said.</div>

“So I really want to help children and adults, ‘cause this is a problem I know very well,” she said. The new Miss Universe also said that winning the Miss Universe will add weight to her campaign for dental health awareness. It was the Christiane Martel who last won the Ms. Universe for France and now, the distance of the event gives the momentum for her dental healthcare campaign.</div>

<span style="font-size: large;">The Philippine Dental Association (PDA) issued a warning against the proliferation of fake dental braces made by fake Orthodontists. These fake dental braces and retainers results in complications such as infected gums, tooth loss and mouth infections.</span></div>

<span style="font-size: large;">Dental braces and retainers are used for corrective interventions with regards to uneven teeth or gaps between teeth. The dental braces are custom made for each patient and is the result of careful and scientific measurements that will be worn for a prescribed period of time and subject to adjustments within said period.</span></div>

<span style="font-size: large;">Only professional dentists and orthodontists with certified training are allowed to perform such procedures and craft said dental braces and retainers.</span></div>

<span style="font-size: large;">In the Philippines, the use of dental braces and retainers have increased since the mid-1980s wherein said corrective devices were used to correct underbites, overbites, teeth alignment and malocclusions by using calculated and progressive force and pressure on the teeth.</span></div>

<span style="font-size: large;">Starting in the 1990s, such devices were also considered as status symbols since they were first encountered on Balikbayan youth and then students from exclusive schools, wing to their above average expense at acquisition and maintenance.</span></div>

<span style="font-size: large;">It was only a matter of time that fake braces and retainers were sold along the sidewalks of Quiapo and Avenida Rizal in Manila. Such stories that one’s retainers was borrowed by a brother because he had a date became common among the lower income class of the youth.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">But there were also stories that told of infections, gum swelling and tooth loss because of these fake dental devices.</span></div>

<span style="font-size: large;">There are also anecdotes of fake orthodontists who would craft such devices at  very discounted prices with instances as low as Php5,000.00. These were then used by those who needed corrective dental measures. These horror stories would lead to the above mentioned side-effects.</span></div>

<span style="font-size: large;">The PDA President Dr. Carlos C. Buendia disclosed that these illegal practitioners have already begun to be prevalent and that the repercussions of such dental devices have taken their toll on unknowing Filipinos. Cases of gum diseases, tooth loss and even hepatitis have been reported due to these unlicensed practitioners. A raid conducted in Pangasinan province resulted in the arrest of a pedicab driver who pretended to be a dentist. Seized were instruments for the manufacture of dental devices.</span></div>

<span style="font-size: large;">The PDA advised that any case of illegal practice be immediately reported to the PDA and law enforcement authorities for immediate action. Included in the advice was that first make sure that these are bona fide dental professionals, the working areas are clean and sanitary.</span></div>

<span style="font-size: large;">I am of the age that doctors used to do house calls. In fact, I was born in our ancestral house. That also goes for my sister. "Doktora Maria" delivered bot of us. She was one of two "Family Doctors". The other one was Dr. Eulalio Berroya. He would come to our hose whenever someone was sick. He would carry his black bag and he rode a bicycle. Doktora Maria would eventually open a Maternity Clinic in front of her houyse along our street and Dr. Berroya's clinic would be at the garage of his home, complete with Kaimito, Chesa, Atis and Mabolo trees. It is either they would come to our house and the houses of our community or they would be attending to patients in their clinics.  Eventually both good doctors retires and no doctor in our community made house calls anymore. </span></div>

<span style="font-size: large;">The transition from “house calls” to “health centers”  came in a few years later, particularly in the mid -1980s – early 1990’s. These have now evolved into Barangay Health Centers and Rural Health Units as a result of the “devolution” of National Health Care as per the 1991 Local Government Code. </span></div>

<span style="font-size: large;">Thus, the local community doctor is now extinct and another level of public health care has ceased to exist. There are of course private clinics that cater to public health care but these are usually stand-alone clinics with no diagnostic capabilities. In public barangay health centers and RHUs there is limited capabilities with regards to diagnostics and even emergency treatment. Also, these health centers are overwhelmed by sheer numbers of those who need basic health care particularly from those who belong to the lower income levels. Such cases are referred to tertiary hospitals that in most cases are far from those who need urgent health care much less critical diagnostic services.</span></div>

<span style="font-size: large;">This is brought about by population pressure and a downstream result is urban sprawl with not enough health care centers to serve the burgeoning population. Most of the residents of these urban sprawls are middle class families who can also afford private clinics for their primary health care. The problem is the availability of such centers.</span></div>

This writer remember stories told by grandparents who had brothers and sisters, parents and relatives who died of cholera, typhoid and dysentery. This was a time wherein there was no piped water and there was open sewage. <br /><br />The breakthrough came when clean water was provided and a sewerage system was constructed. In  an urbanized community, wherein there is a dense population, such infrastructure is one of the basics of public health.<br /><br />Now it is still a health concern since population pressure in the urban areas continues unmitigated. Also, infrastructure development is still very much wanted in rural and remote localities.<br /><br />With these in mind, a group of students from the University of the Philippines (UP)  is trying to address this health concern via their mobile device and application. This device and app won first prize at the #thinkOPENhealth Hackathon for Health that was held last April 16 – 17, 2016 at the Asian Institute of Management. The group won Php100,000 in cash and various gadgets for their entry. <br /><br />Physics students from UP, called Quantum Hackers developed and created a device that analyzes the quality of water. This was done in Hackathon manner within 24 hours. Norman Mascarinas, Kit Guial and Junel Bagcong came up with a user-friendly device and app that has sensors that can test for water quality such as salt content and turbidity (clearness from particles). It is called Shine Herald.<br /><br />It is a product with remote and far flung areas in mind wherein a barangay official need only push a button to conduct tests on water quality. It can then be transmitted to the Department of Health (DOH) and the Department of Science and Technology (DOST) where sensors can be installed for water quality monitoring.<br /><br />The inspiration came from Guial’s sister who is a nurse and have experienced medical missions in such areas wherein water quality has to be assessed first and tends to me a tedious process. Water from the area needs to be brought to a laboratory in Manila for analysis.Then can only the health professionals go to the location and conduct the medical mission with the data and information at hand.<br /><br /> “Our goal is to identify which rural areas have polluted water which could lead to diseases. We want to equip barangays with affordable and easy- to-build instruments. The locals can test and assess water quality themselves. They just have to submerge the probe into the sample,” said Mascarinas.<br /><br />“As a startup, we could deploy to rural areas these devices with the help of the DOH. Many of these places are not easily accessible to government agencies. We want to automate the entire water testing and analysis process,”  Bacong disclosed.<br /><br />“The portable Shine Herald device, which cost just P4,000.00 to build, has a microcontroller that acts as its CPU. autonomy in its governance. This involved the devolution of certain 
national government responsibilities to the local government level. 
Among these were income generation/sharing and healthcare. </span><br />

<span style="font-size: large;">Unfortunately, the devolution of healthcare made for an inequitable 
distribution of services and resources wherein local governments with 
less resources had to contend with greater healthcare demands. Thus, 
according to statistics 3 out of 10 Filipinos die without the attendance
 of a doctor. This also goes for hospitals with inadequate staffing and 
equipment. This is the area that healthcare reforms are very much 
needed.<br /><br />With the 2016 Presidential Elections up ahead, this is the position of Mar Roxas on  Health Care as documented on Wikipedia:</span><br />

<span style="font-size: large;">Roxas' position on health care has been highlighted with his cheaper medicines bill that would reduce the prices of medicine by allowing local pharmaceutical companies to manufacture drugs whose patents had already expired, by expanding the parallel imports of commonly used drugs, and by aggressively promoting the production and consumption of generic drugs.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Under the bill, the President is empowered to impose price ceilings on medicines on the recommendation of the secretaries of health and of trade and industry in times of calamity, and if there is widespread price manipulation of any drugs.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">His bill also calls for the creation of a Drug Prices Regulation Board and the strengthening of the Bureau of Food and Drugs (BFAD).[6]</span><br />

<span style="font-size: large;">Although there has been controversy regarding his authorship of the law and his actual positions. He has also been accused of watering down the cheaper medicines act, and is actually in support of mulch-nationals.[7]</span><br />

<span style="font-size: large;">But on October 9, 2007, he dropped his objection to the version of the House of Representatives which proposes setting up of market controls and conceded that the sponsors of a similar bill in the House correctly anticipated that big drug companies could manipulate and prevent drugstores from selling imported cheaper medicines.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">He said the use of price controls could come in if market competition from cheaper medicines from abroad and generic drugs do not work and make medicines affordable to the public.[8]</span><span style="font-size: large;">Drilled down to three key points, Mar Roxas' platform is:<br /><br />1.    100% Philhealth Membership<br />2.    Capacity building for public healthcare facilities<br />3.    Barangay Health Units that can provide immediate and quality healthcare.</span><br />

<span style="font-size: large;">The National Telehealth Center is a “RESEARCH”  project of the University of the Philippines that operates in conjunction with the DOH and the DOST. It started in 2004 and has since expanded its coverage from its original 10 sites. <br /><br />The National Telehealth Center provides a system wherein rural or community based physicians can refer cases to counterpart doctors at the other end of the system and get expert opinions and advice through a web-based system. This gave  primary case young doctors the support needed when medical operations are being conducted in said rural or urban communities. It is a dynamic database of medical information based on the experiences of the other physicians in the network. Currently, it is being implemented in 259 LGUs throughout the country.<br /><br />Whereas in its initial phase, Telehealth was a web-based portal, little more than a chat system between doctors, it has evolved into a system where transmission of and recording of basic medical data is transmitted from one point to another. This is the RxBox. <br /><br />The RxBox is the result of the cooperation between the National Telehealth Center, The DOST and UP Diliman. According to Dr. Portial Marcelo, director of the National Telehealth Center, the RxVBox can also function as a diagnostic tool since it can monitor the patient’s  heart rate, pulse rate, blood and blood oxygenation. The RxBox enables remote consultations between patrients, community health workers and urban based experts<br /><br />Dr. Portia Marcelo explains that the potentials for the RxBox and like systems in the Philippine healthcare system, particularly the public healthcare system has yet to reach its full utilization and that the RxBox itself which was developed by the DOST needs institutionalized funding as it is now relying solely on grants.   <br /><br />Source: Interview with Dr. Portia Marcelo, Director, National Telehealth Center</span><br />

company Medix.ph, which is most commonly known for its platform for 
online dental records, has recently extended its offering to barangay 
clinics.  While continuing its aggressive press in the dental field, 
Medix made a lateral foray into a new category anticipating the emerging
 trend of community based clinics. </span><br />
<br />
<span style="font-size: medium;">Medix powered the newly launched brand 
of community clinics known as Family Doc.  There are two Family Doc 
clinics located in Cavite.

Medix provided the technology backbone for making the clinics more 
efficient as it factored in all the standard procedures performed for 
each patient.  The system includes integration with digital signage 
which displays which patient is next to be seen. </span><br />
