One of the more under-reported changes that this administration is working

<span style="font-size: large;">In August 2016, Health Secretary Paulyn Jean B. Rosell-Ubial <a href="http://www.doh.gov.ph/node/7369">traveled to the Republic of Cuba</a> to observe the country’s healthcare systems. In that trip, the DOH Secretary made these <a href="http://cnnphilippines.com/news/2016/09/06/doh-cuba-health-care-system.html">key observations</a>:</span><br />

the accessibility of doctors.</b><span style="text-indent: -0.25in;"> In Cuba, there is one doctor per 1,075
citizens. The Philippines’ doctors, by contrast, serve 33,000 patients per
doctor. This is why the goal of the DOH is to raise 35,000 doctors more, in

his office at 92.3%, no doubt, a higher rating against the 89.5% average of the
rest of the pediatricians in Maine. <o:p></o:p></span></div>

efficiency of the inspection of his office included the presence of an EMR

also outlined how the DOH can effectively implement the EMR system in the
Philippines</a>. <o:p></o:p></span></div>

going digital or electronic may seem to be a less urgent priority, as opposed
to first improving the patient-to-doctor ratio. In fact, the DOH has been
looking to prioritize <a href="http://www.rappler.com/nation/138572-new-doh-secretary-induction">the
completion of the Universal Health Insurance</a>, “especially for the poor”
first and foremost, then the next top priority is to <a href="http://www.rappler.com/nation/145333-ubial-cuba-health-system-doctors-needed">increase
healthcare accessibility on the barangay level</a>.<o:p></o:p></span></div>

<span style="font-size: large;">Given these priorities for the government, a couple of questions beg to be asked: Where does the government integrate the
need to keep accurate records of patient care? When does the government aim to ensure
that there is data being gathered, in order to determine the next steps in
patient and health care improvement?</span></div>

medical records are accurately kept. This way, epidemiological data from the
private healthcare sector will be able to contribute to the country’s larger
body of healthcare data. And this pooled data, from private and government
sectors alike, shall accurately guide and shape ongoing and future healthcare
policies. </span><o:p></o:p></div>

<span style="font-size: large;">Last year, the program, called Target Malaria, is meant to use a gene drive to drastically reduce the number of mosquitoes that transmit the disease in sub-Saharan Africa, where it kills hundreds of thousands of people a year. Not long ago this was merely theoretical, but modified mosquitoes with gene drives on board are already being bred and tested in labs.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The idea is that a so-called selfish gene with effects that would ultimately doom the population is introduced and then replicates itself at a far higher rate than normal, spreading rapidly. Target Malaria, which is funded by the Bill and Melinda Gates Foundation, is exploring several ways to use this technology. One of the most promising involves altering mosquitoes in such a way that new generations are almost exclusively male. Male mosquitoes don’t bite people, and a population with hardly any females would be unable to reproduce.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">There is still a long way to go before gene drive insects are released into the wild, but plans are moving ahead. Apart from further developing the technology, one of the biggest challenges at this stage is making sure people living in the region understand the nature of the work and what’s at stake. As Stat reports, many people in Burkina Faso believe that malaria can be caused by a bad diet rather than mosquito bites. Researchers are canvassing communities as part of a push to educate locals on how the disease works and what Target Malaria entails.</span><br />

<span style="font-size: large;">Little is known about the ecological consequences as well. In sub-Saharan Africa, most malaria is transmitted through three types of Anopheles mosquitoes. Target Malaria is focusing on Anopheles gambiae, with the goal of severely reducing or eradicating this type. Out of around 3,500 known species of mosquitoes, eliminating one may not seem like a big deal. But it’s never been done before. And no one knows if a gene drive, once released into the wild, could jump into other species.</span><br />

<span style="font-size: large;">What is known is that malaria is a persistent, deadly disease that damages quality of life for millions of people around the world. Gene drives have been proposed as a way to solve many ecological ills, from the decline of rare Hawaiian birds to the excess of invasive mammals in New Zealand. With many questions remaining about how gene drives might work in nature, scientists are understandably cautious about deploying them. But malaria is one of the greatest public health threats on the planet. If we have the power to end it, the real question must be: Why shouldn’t we use it?</span>

<span style="font-size: large;">World class medical technology, an environment supportive of further research and highly trained doctors and nurses play a major part in Singapore’s success. In past years, Singaporeans have made important medical breakthroughs with their international peers, achieving feats such as co-developing a SARS detection kit and an experimental vaccine for the H1N1 flu virus as well as being the first to commercially produce human embryonic stem cell lines for clinical trial use.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Cancer treatment is a top specialisation of Singaporean healthcare, with more than 1.3 million patients visiting the multi-award winning National Cancer Centre Singapore over the past decade and the NUS Cancer Science Institute leading the development of new cancer therapies. Besides that, cardiology, neurology, obstetrics and gynecology, oncology, ophthalmology, orthopedics and paediatrics are just some of the many other sought after treatments in Singapore.</span><br />

<span style="font-size: large;">Cost is a major concern in medical issues but healthcare remains significantly more affordable in Singapore than its western counterparts, particularly for major surgical procedures. Hospital wards labelled as C or B2 are subsidised by the government and therefore reserved for citizens with public healthcare schemes, while B1 and A wards are rarely or not subsidised.</span><br />

<span style="font-size: large;">Many hospitals, clinics and centres in Singapore have received the Gold Seal of Approval by the Joint Commission International, which keeps an eye on the quality of medical practices and facilities worldwide. Notable examples include Raffles Hospital boasting a traditional Chinese Medicine unit and Gleneagles Hospital becoming the first hospital in South East Asia to perform a living donor liver transplant for a child.</span><br />

<span style="font-size: large;">Robotic exoskeletons are well suited to therapy, since the support can be taken away gradually as patients improve, says Karen Nolan, a senior research scientist at the nonprofit Kessler Foundation, a West Orange, N.J., research and charitable institution for people with disabilities. Exoskeletons also may relieve physical therapists of having to manually move the patients, so they can focus on the quality of the movements instead, says Dr. Nolan.</span><br />

<span style="font-size: large;">Another approach, called telerehabilitation, aims to increase the amount of therapy stroke patients get by making supervised rehabilitation available at home—and making it fun at the same time. One system, developed by Steven Cramer, a University of California, Irvine, professor, and his team, integrates low-cost electronic videogame plug-ins, such as a Nintendo Wii remote-controlled gun. Users’ movements control the games, with remote supervision by a therapist.</span><br />

<span style="font-size: large;">“People get all freaky jazzed when they shoot the little ducky on the screen,” Dr. Cramer says. The system is in clinical trials to test its effectiveness compared with in-person physical therapy.</span><br />

<span style="font-size: large;">Videogame technology used in stroke therapy also includes virtual-reality systems, with some that render scenes and objects in 3-D. Some games with immersive environments may offer the greatest promise to stroke patients because they address cognitive problems along with sensory and motor problems, says Dr. Mindy Levin, a professor at McGill University in Montreal and president of the International Society for Virtual Rehabilitation.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">While stroke patients often have physical difficulty with such basic tasks as shopping, everyday environments such as malls can leave them feeling overwhelmed as well. A simulation developed by Israeli researcher and occupational therapist Dr. Debbie Rand, called VMall, can help reintroduce patients to such environments in a low-stakes way by capturing the patient’s image and movements and placing them in an on-screen virtual mall, where they look for items on a shopping list.</span><br />

<span style="font-size: large;">"It's simply an injection, so the ease of use is a great thing," says New York dermatologist Francesca Fusco, MD, of forthcoming jawline sculptor ATX-101. Using a synthetic version of the same molecule, deoxycholic acid, that our digestive system uses to process dietary lipids, ATX-101 shrinks the small pockets of fat that cause double chins. In clinical trials, patients experienced significant loss in submental fat as well as an increase in skin firmness following a series of up to six injections spaced four weeks apart. "Not only are you destroying the fat cells, you're also getting some tightening of the skin," says Miami- and New York City–based dermatologist Fredric Brandt, MD. But while Frank anticipates "a huge stir of applause," he cautions against touting the procedure as a fix-all. In one clinical study, over 20 percent of patients experienced moderate postshot pain, and, he says, "it causes bruising and swelling" that can last two to five days after each treatment. There's also a reason why ATX-101 is best limited to use above the chest. "It's not something that I'd inject all over someone's stomach," Brandt says. "The more fat you're treating, the more of an inflammatory response you're going to get. So when you're treating large areas of the body, there's going to be a lot of swelling."</span><br />

<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Another injectable is being tested in clinical trials specifically to tackle the stomach. Lipo-202's active ingredient, salmeterol xinafoate, found in common asthma medications, whittles fat cells by targeting and diminishing the triglycerides they store (the more triglycerides a cell contains, the bigger it is). "Lipo-202 shrinks the size of the fat cell—it's not destroying it, like with other modalities," says dermatologist Marina Peredo, MD. As a result, "There is no recovery. There is no downtime." Better yet: Many patients report dropping a dress size. "That, I think, was the biggest wow factor," Peredo says. A full course of treatment involves a five-minute session of 20 tiny shots dispersed evenly over the abdomen, performed once a week for eight weeks. And while current trials address only belly issues, Peredo says, "I could see this being used in other areas, like arms or the back," as well as under the chin. But could the inches come back if we give in to a few too many doughnut binges? "We don't have the answer yet," says Peredo, who adds that new studies will look at the long-term effectiveness of the treatment.</span><br />

Montilla District Hospital located at Barangay Canturay in this southern Negros city.</span><br />

<span style="font-size: large;">The hospital is fully equipped with medical machines and equipment needed for the treatment and diagnosis of the public. “We are commending the provincial government for this project that will surely bring more quality health services to the people in Sipalay City and the nearby areas,” Health Assistant Secretary Enrique Tayag, who was the guest of honor at the hospital’s inauguration, said. </span><br />

<span style="font-size: large;">Since Sipalay city is now a rising tourist destination in the southern part of the Negros Island due to its beautiful coasts and islands, the hospital boosts the confidence of the people living in and coming to the city. </span><br />

<span style="font-size: large;">The P140-million two-storey infirmary, constructed starting 2011, is among the 11 provincial government-run hospitals in Negros Occidental.</span><br />

<span style="font-size: large;">A research team led by Prof Nancy Ip, dean of science, director of the State Key Laboratory of Molecular Neuroscience and The Morningside Professor of Life Science at the Hong Kong University of Science and Technology (HKUST), has successfully discovered a novel molecular target for Alzheimer’s disease (AD), unveiling a potentially new therapy for the disease.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The team recently discovered that aberrant activation of the protein EphA4 is involved in the pathology of AD, and identified a naturally occurring compound from a traditional Chinese medicine herb that can block the activity of EphA4. These groundbreaking discoveries have been published in Proceedings of the National Academy of Sciences of the United States of America (PNAS), a prestigious scientific journal.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Alzheimer’s disease is a progressive, debilitating and degenerative brain disease. Patients suffer from memory loss, impaired reasoning and judgment, and reduced locomotion abilities. AD mainly affects individuals over the age of 65, and is one of the possible leading causes of mortality in the elderly. The increasing number of AD patients will create an enormous social and economic burden on families and societies. It is also an emerging public health problem that poses a huge public resource burden.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">There are no effective early diagnostic tools or treatments for AD as the pathophysiology of the disease is still unclear. However, research has confirmed that patients are afflicted with AD long before they have symptoms of memory loss or cognitive decline. Thus, not only are therapeutic interventions urgently required, but they also need to be implemented in the early stages of the disease in order to be effective. And beta-amyloid (Aß) is believed to be the main causative agent responsible for the cognitive impairment observed in patients.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Prof Ip and the research team discovered that Aß can cause the aberrant activation of the protein EphA4 which triggers a signaling pathway that results in cognitive impairment. They demonstrated that EphA4 is the key player in the pathogenesis of AD. The team then explored the potential of manipulating this pathway as a possible therapeutic intervention. Molecular docking analysis, undertaken in collaboration with Prof Xuhui Huang in the Department of Chemistry, resulted in the identification of a naturally occurring compound from a traditional Chinese medicine database. This small molecule can rescue the synaptic impairment that underlies cognitive impairment as well as reduces AD pathology in animal models, thus demonstrating a potentially new clinical intervention to treat the disease.</span><br />
