company Medix.ph, which is most commonly known for its platform for 
online dental records, has recently extended its offering to barangay 
clinics.  While continuing its aggressive press in the dental field, 
Medix made a lateral foray into a new category anticipating the emerging
 trend of community based clinics. </span><br />

<span style="font-size: medium;">Medix powered the newly launched brand 
of community clinics known as Family Doc.  There are two Family Doc 
clinics located in Cavite.

Medix provided the technology backbone for making the clinics more 
efficient as it factored in all the standard procedures performed for 
each patient.  The system includes integration with digital signage 
which displays which patient is next to be seen. </span><br />

<span style="font-size: large;">The Senate approved on third and final reading an act creating a comprehensive nursing law towards quality health care systems in the country, which also provides nurses minimum base pay of Salary Grade 15 or P24,887 monthly.<br /><br />Senator Antonio Trillanes IV, chairman of the Committee on Civil Service and Government Reorganization, sponsored Senate Bill No. 2720, otherwise known as the Comprehensive Nursing Law of 2015.<br /><br />In his sponsorship speech, Trillanes said the measure intends to “expand the scope of nursing practice to encompass not only the nursing education service but also research, and leadership and governance, as inherent areas of the practice.”<br /><br />Senate President Franklin M. Drilon said the enactment of SBN 2720 into law would “help upgrade the country’s nursing profession and sustain the Philippine’s leading role in the health-care labor market, and address its most pressing issues, such as unemployment and misemployment of Filipino nurses.”<br /><br />“Due to the growing number of nurses in the country, some are forced to work under job order or contractual terms or seek better opportunities abroad because the government fails to address the needs of their profession,” Trillanes said.<br /><br />He said the situation must be changed, given that Filipino nurses are widely recognized as “among the best healthcare providers in the world. Our nurses’ skills and brand of service are very much recognized and sought abroad”.<br /><br />Trillanes said improving the country’s health care system “is one of the keys to a stronger and healthier citizenry which is vital in the improvement of a productive population.”<br /><br />According to Trillanes, the new bill provides for the creation of a Nursing board composed of seven members who may serve for three years.<br /> </span></div>

<span style="font-size: large;">The members of the Nursing board shall be appointed by the President of the Philippines upon the nomination of the Professional Regulation Commission (PRC).<br /><br />Trillanes said the proposed measure would enhance the powers of the Board of Nursing by including the power to create task forces/ committees and offices to better organize itself and facilitate its function and pursue its programs.”<br /><br />The bill also provides a minimum base pay which shall not be lower than Salary Grade 15 or its equivalent for Filipino nurses in both government and private health institutions.<br /><br />“The enactment of this measure is intended to complement the talent and competence of our nurses by providing them with an updated regulatory framework,” Trillanes said. </span></div>

Angela Lavadia, EAMC  on Calamity Dernmatoses at the 38th Philippine Dermatological Society Annual Convention held last Nov. 4 – 6, 2015 at the EDSA Shangri-La Hotel, Mandaluyong City.)<br /><br />The recorded increase in skin diseases and disorders that are disaster and calamity related have been noted, especially in the Philippines.<br /><br />The Philippines, being listed as one of the most disaster prone countries in the world as per the number of typhoons and storms that transits the area (20 on an annual average) and being geographically located along the Pacific Ring of Fire (Seismically and volcanically active)also has a high number of incidence in disaster caused and related skin diseases.<br /><br />The disasters can also be man-made owing to the continuing communist and Moro insurgencies, these conflicts exact their toll on the health of the communities affected in the low to high intensity conflict.<br /><br />Skin diseases are reportedly on the increase with regards to the following natural disasters:]<br /><br />Volcanic eruptions<br />Floods<br />Earthquakes<br /><br />The incidence of dermatoses in the disaster affected areas showed that the following are the most common:<br /><br />Dry skin and rashes<br />Eczema<br />Scabies<br />Acne<br />Other common skin diseases<br /><br />Dr. Lavadia recommended that the response by the medical community should be along these policy lines:<br /><br />1.    Look at the Big Picture<br />2.    Catch the Vision<br />3.    Be part of the Environment<br />4.    Make a Difference<br /></span></div>

The convention also coincided with the 13th Asia Pacific Environmental and Occupational Dermatology Symposium (APEODS). <br /><br />The convention had  57 speakers and resource persons that p[resented topics ranging from Patch Test Methodology and Assessment of Clinical Relevance to Sports Science and the Skin. The theme was Redefining Access to Modern Healthcare.<br /><br />Seeing the fast changing dynamics in the healthcare industry, Healthcare Innovations provided a forum wherein stakeholders in the industry would be presented with a national healthcare situationer, the demands and challenges of the present and the future and the corresponding technology and systems driven solutions that are currently available. Dr. Mike Muin, President of Health Level 7 (HL7) Philippines presented on the State of Health Information Systems in the Philippines, the Challenges and outlook of the Philippine Healthcare I.T. Market, the importance of interoperability between the different healthcare stakeholders so as to improve health delivery and the Next steps towards an integrated healthcare I.T. systems. Dr. Muin also discussed about HL7 Philippines and its current status with regards to interoperability in different healthcare providers.During the Panel Discussion wherein future trends in healthcare in the Philippines, Christine Donnelly, VP for Nursing and Patient Care Services of Makati Medical Center espoused empowering nurses via the use of technology wherein the patients will also be empowered. The challenges facing the medical professions today as represented by the  gap in the patient to medical professionals ratio can be narrowed by investing in new technologies.<br /><br />Mr. Mark Wade, HCM Practice Lead for Australia, NTT Data Business Solutions,   discussed about integration of all devices and that technology is part of patient satisfaction. That Electronic Medical Records will also harness the full potentials of medical professionals.<br /><br />Mr. Callum Bir, Director Health and Social Services, Microsoft Asia stated that there is a shift in workforce migration patterns in relation to medical professionals. That by using new technology, the healthcare industry can attract other medical professionals, retain the current medical professions and develop further the talents of new medical professionals. What is important is that there be standards and compliance between data being transmitted and conveyed among the healthcare stakeholders and the patients.<br /><br /><br />Mr. Allen Bacallan, VP and CIO of Cardonal Santos Medical Center disclosed that since the financial sector such as banks were able to integrate their data systems such as Automated Teller Machines (ATMs) then the same is also possible with the healthcare industry. That there is a “Cost of Friction” wherein,  obstacles in standardized communication Rove detrimental to all stakeholders. <span style="font-size: large;">The third session of Health Level 7 Philippines’ Health I.T. Round Table Discussions was held last October 13, 2015. It is now officially called H.I.T. Sessions.<br /><br />Dr. Mike Muin of HL7 Philippines conducted updates on the progress of HL7 in integrating the various stakeholders with regards to the standards in transmitting and conveying information between healthcare providers, health industry  Information Technology implementers, telco representatives, app developers, medical practitioners, professionals  and stakeholders.<br /><br /> The first subject for discussion was the presentation of Dr. Richard Mata who developed an app that creates digital medical prescriptions, patient records and even patient admissions to hospitals. The app available for laptop, iPhone and iPad use is called E-Prescription. It is intended for the use of Filipino doctors in the Philippine Medical setting. Dr. Mata disclosed that accidental mis-readings of handwritten medical prescriptions resulted in the death of around 7,000 Americans a year. That this is also occurring in the Philippines is also a fact. This is due to the notorious illegible handwriting of doctors and that mistakes in reading them are not uncommon. This is to the detriment of the patients and medical practitioners as well. It aims to do away with handwritten prescriptions as a means to minimize such mistakes in the practice of medicine.<br /><br />Because of his experience and the desire to streamline his practice, Dr. Mata decided that an app developed by a medical practitioner is the best and practical way of handling the needs particular to medical practitioners. Dr. Mata also realized that internet connectivity is a problem in most areas of the country particularly in rural areas where he practiced paediatrics. Thus the app was designed and develop to be a “stand-alone” app that will not require internet connectivity. This app was used by doctors who responded to a typhoon that recently devastated Compostela Valley.<br /><br />The app optimizes and speeds up the time that doctors spend for each patient. Not only is the prescription recorded and printed, patient records can also be archived digitally so that records can be retrieved via laptop, iPhone or iPad whenever it is required. What is also important is that all patient date in the app and the app itself will be “owned” by the doctor who uses it.<br /><br />The second presentation was by Mr. Louie Cruz regarding Digital Imaging and Communication in Medicine. Mr. Cruz advocates the need for DICOM Standards with medical imaging systems. The three 3 Major Health IT Systems that need DICOM are the following:<br /><br />PACS – Radiology, Cardiology<br /><br />EMR- Patient demographics, Physician Orders<br /><br />EDMS – Medical Archives<br /><br /><br />The need for DICOM stems from four reasons:<br /><br /><br />·         Separate Information Systems<br /><br />·         Increased requirements<br /><br />·         Digital; information Gap<br /><br />·         Growth of exponential data<br /><br />Thus, video related requirements and the advent of new modalities will need DICOM Standard. This is a communication standard for handling, storing printing and transmitting medical information for medical imaging.  It will provide for Interoperability of equipment and protects the system from future obsolescence. This will result in financial and workflow benefits and does away with hard files (paper).<br /><br />The H.I.T. Discussion is for the continued consolidation of the Health I.T. and I.T. industry and other stakeholders so as to create a comprehensive consensus with regards to standardization among the stakeholders.</span></div>
