UP eyes PGH, cancer research institute in Quezon City

University of the Philippines (UP) president Danilo Concepcion has bared plans to establish a medical complex in Quezon City that will feature a medical school, a second Philippine General Hospital (PGH) and a cancer research institute.  
 
During his investiture speech on Wednesday, Concepcion confirmed plans to establish a second PGH at the university’s flagship campus in Diliman, Quezon City.  
He said the PGH will be part of the medical complex that will also include a college of medicine and the Genomic Cancer Research Institute.  
 
“This medical complex will serve the UP Diliman community and the north of Metro Manila. On the one hand, the College of Medicine will result in a substantial increase in the number of medical students we shall train to increase the number of doctors in our country,” Concepcion said.  
 
“The Genomic Cancer Research Institute will focus on finding cures for cancer, using the science of genomics as a major tool,” he added.  
 
The UP president said they conceive PGH-Diliman to be the most modern and well-equipped hospital in the country.  
 
“We believe that we can make this dream happen with your support and the help of our national and local governments,” he said.  
 
The plan for the medical complex, including sources of funds, has yet to be finalized. 
In his speech, Concepcion also bared other plans, including support for faculty, staff, and students.  
 
He also stressed the need to rehabilitate buildings in different campuses of the university.  
 
“It entails the repair, restoration, and improvement of our buildings and dormitories. The time has come to put an end to the not-so-amusing joke that there is no clean or decent toilet in UP,” he said. 
 
Return service 
 
Concepcion also raised the possibility of implementing a return-service program for graduates, especially in light of the implementation of the free college tuition policy.  
 
“This return service will be for one year after graduation. Our graduates will be required to teach senior high school students in public high schools that we will identify as UP feeder schools. This scheme, we hope, will uplift the quality of the graduates from these feeder schools,” he said.  
 
“The return-service condition, however, will be voluntary. Any student may opt out from this condition before graduation by paying his tuition, or the cost of his education if he will opt out after graduation. The return service to be rendered by our graduates will not be for free. Our students who will decide to teach will be compensated properly,” he added.  
 
Concepcion said they are very optimistic that the students will choose to render return service.

The <a href="https://www.techtalks.ph/healthtech/">Healthtech Challenge Ph</a> is a search for healthtech innovations or tech-based solutions that cover any stage of the healthcare process - from awareness, diagnosis, treatment, tracking and monitoring. This one-day event at the Asian Institute of Management, on October 4, 2017, aims to acknowledge local solutions that could improve access to Universal Healthcare Coverage for Filipinos.

 Starting out as a platform for electronic medical records for dentists in 2013, Medix.Ph has long since moved into the space of community clinics, ophthalmology, and dermatology.  It was selected as one of the eight finalists out of 31 entries to pitch and demo on October 4, 2017. Medix.ph was interestingly co-founded by two non-healthcare professionals.  Managing Director, Lloyd Tronco, brings with him the experience drawn from a career in advertising and media, being an alumnus of McCann-Erickson Philippines.  Director of Technology, Marc Medina, has solid experience in technology and systems design having built a variety of tech solutions for non-health industries.  The company, Medix Digital Solutions, Inc. is a portfolio company of Kickstart Ventures, and was also named as one of the Top 40 Startups in the Philippines by <a href="http://inc-asean.com/editor-picks/the-inc-40-philippines/3/">Inc. There are 8 babies that are born deaf every day in the Philippines according to a 2014 Census by the Philippine Statistics Authority (PSA). 50% of cases of hearing loss are preventable, 32% due to cases of Rubella and 18% are caused by meningitis, infection, otitis media and ototoxicity.  
 
8 to 40% of schoolchildren have some form of hearing loss and this is a real public health concern. The cost from Specialized Education, Specialized Care and loss of potential income during adulthood can be quantified at Php4.3 million pesos per child with deafness. 
 
There is already a law, Republic Act 9709 that provides for Universal Newborn Hearing Screening (NHS), but less than 10% of babies are screened every year. 
 
These are due to the following: 
 
1. Limited number of facilities 
2. Limited number of audiologists 
3. Lack of certified hearing screeners 
4. Patients do not return for follow ups 
 
The Hearing for Life Project presents a solution that aims to address these problems. Increasing the rates of newborn screening utilizing Novel Technologies and Telehealth also known as HeLe is a collaboration by experts from institutions, biomedical device development, and eLearning both from the Philippines and California, USA. 
 
The HeLe Project objectives are to develop the following: 
 
1. Cost Effective hearing screening with telehealth capability for deployment in primary health care facilities and centers in the country. 
2. Computer based training for health workers in remote and rural communities. 
3. Telereferral system that connects the primary healthcare providers with specialists that will provide diagnostics and even hearing intervention services. This will enable the continuity of hearing care for Filipinos. 
 
This will build the capacities of primary health care centers in screening and proper treatment of Filipinos with hearing problems, especially children 
 
The HeLe projects is a collaboration between the Philippine National Ear Institute, University of California-Berkeley, UP Electrical and Electronics Engineering Institute and the University of California-Davis and the UP National Telehealth Center.
