Dengue Fever can cause death to its victims particularly those who have not been given quick medical attention. This is a virus borne disease that causes internal hemorrhage on the victim. There is no known cure for Dengue Fever.</span></div>

<span style="font-size: large;">Dengue is a Hemorrhagic Fever brought by the bite of the A.aegypti mosquito. The mosquito thrives on stagnant water and due to population pressure, the environment becomes conducive to the breeding of this mosquito.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">These are usually found in depressed areas where there is a high population density and stagnant water can be found in containers, old tires and even sewers.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">Thus, the victims of this disease are mostly from the poor communities.</span></div>

<span style="font-size: large;">In order to address this, the Department of Science and Technology (DOST) seeks to prevent such outbreaks of Dengue Fever by disseminating information to the population at the quickest possible time. Aside from advisories being made via traditional forms such as leafleting and community assemblies, DOST has developed a Dengue Vector Surveillance Website, http://dengue.pchrd.dost.gov.ph in order to provide more accurate and timely information.</span></div>

<span style="font-size: large;">The website provides a map with locators on Dengue cases and lists known communities and schools that are affected by Dengue Outbreaks or Cases.</span></div>

<span style="font-size: large;">The website is GIS mapped that facilitates visualization of current mosquito indices in public elementary and high schools nationwide.</span></div>

<span style="font-size: large;">The legalization of recreational marijuana in Colorado in 2014 has sparked debates on whether to permit the use of the substance for health purposes in the Philippines.</span><br />

<span style="font-size: large;">In the same year, Isabela Rep. Rodolfo Albano III filed a bill allowing the use of marijuana for medical purposes.</span><br />

<span style="font-size: large;">He said cannabis would provide relief to people with a debilitating disease, severe pain, intense seizures and persistent muscle spasms.</span><br />

<span style="font-size: large;">Those who are in favor of the legalization of marijuana believe the substance can benefit patients who remain ill after trying all kinds of medicines and conventional treatments.  </span><br />

<span style="font-size: large;">The Department of Health as well as the Department of Science and Technology – Philippine Council for Health Research and Development also proposed that guidelines be put in place so that the government can make sure that medical cannabis use won’t be abused. </span><span style="font-size: large;">Albano remains optimistic that his proposal will finally be passed during the 17th Congress despite the president’s ongoing war on drugs. He thinks that Congress would be able to pass the measure so that thousands of Filipinos can be helped and find relief from debilitating conditions.</span><br />

<span style="font-size: large;"> </span><span style="font-size: large;">“We are not decriminalizing marijuana,” Albano says, confident that the Duterte administration will approve his proposal among the other priority measures. According to Dr. Portial Marcelo, director of the National Telehealth Center, the RxVBox can also function as a diagnostic tool since it can monitor the patient’s  heart rate, pulse rate, blood and blood oxygenation. The RxBox enables remote consultations between patients, community health workers, and urban based experts. </span></div>

<span style="font-size: large;">One of the earliest data processing systems originated in the mid 1960’s and focused specifically on clinical data management. As these systems (now known as hospital information systems) began to garner attention, the healthcare industry began to see the development of electronic medical record systems. The original systems were nowhere near as functional as modern methods of maintaining medical information. Also in the 1960’s, the development of the Problem Oriented Medical Record by Larry Weed introduced the idea of using electronic methods of recording patient information.</span></div>

<span style="font-size: large;">Shortly thereafter, in 1972, the first electronic medical record system was developed by the Regenstrief Institute. Although this technology was the first of its kind, due to high costs, the systems were not initially attractive to physicians and used instead by government hospitals and visionary institutions. Into the 1990’s, personal computers were becoming more affordable and the Internet emerged. These innovations allowed for faster, easier access to information and the introduction of health information online – setting the stage for web-based EMR’s.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">In 1991, the Institute of Medicine made the case that by the year 2000, each physician’s office should be using computers in their practice in order to improve patient care. Although it was not turned into law, the Institute did provide a variety of recommendations to achieve that goal. As the emergence of EMR’s continued, there were also adjustments made to the rules and regulations surrounding privacy and confidentially of medical records. In 1996 the Health Insurance Portability and Accountability Act (HIPAA) was introduced in response to growing issues facing healthcare coverage, privacy and security in the United States. To follow disclosure and confidentiality regulations included in HIPPA, organizations have begun to shift to electronic systems to comply with these laws.</span></div>

<span style="font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-size: large;">With the emergence of web-based software in the early 2000’s the need for electronic medical record systems to be developed through remotely-hosted systems became evident. The ability to access information remotely or store on a remote-system, made the electronic method of keep records more appealing and ultimately more affordable for physicians to implement into their practice. During President George W. Bush’s time in the Oval Office, the budget for healthcare IT projects was doubled; a new sub-cabinet position of National Health Information Coordinator was created, as well as the call for an industry-wide adoption of electronic health record systems by 2014. This mandate has been supported by President Obama as part of the American Recovery and Reinvestment Act (ARRA), a piece of legislation aimed at directing additional funding and incentives to healthcare professionals who adopt these electronic medical systems and follow the concept of “meaningful use” by the year 2014.</span></div>

Physicians are trained to peer into your life, past and present, and ask all sorts of sensitive, if not uncomfortable, questions. Have you ever used marijuana or cocaine? How about steroids? How many sexual partners? Ever had a sexually transmitted disease? An abortion? Had sex with the same sex? How much do you smoke or drink? Have you used Botox or had plastic surgery? Have you been depressed or been treated for mental illness? And how about your marriage—or marriages?</span></div>

<span style="font-size: large;">You get the gist; the experience is intrusive. But the doctor-patient relationship was never meant to be other than confidential and privileged and solely for the benefit of the patient. Patients expect it, or they would not be forthcoming. And doctors take the Hippocratic oath, pledging to hold sacred their patients' secrets. This pledge of confidentiality, however, is now challenged by a world where computers rule and health information falls into many hands. One might well ask whether medical privacy is just too outmoded a concept for today's information-hungry world.</span></div>

<span style="font-size: large;"> Most of us are aware that the risk to privacy of any information increases exponentially with each additional person whom we tell. This is especially true for electronic communication. Social networking members, who have shared what they thought was private information with “friends,” have too often found that the information is now accessible far beyond what they ever imagined; now it is permanently engraved in cyberworld. These observations rightly raise concerns when information in a medical record is involved.</span></div>

But then, paper records are not 100% secure either. There have been cases where paper medical records, especially parts of them, have disappeared. There was a case where boxes of patient records from a doctor’s office were found in a garbage dumpster and a case in which stolen medical records were recently found washed up on a Maine shore.</span></div>

<span style="font-size: large;">On a hospital unit, a patient’s paper record (chart) is often available to anyone with a white coat, a badge that looks like the identification badge of the agency, and the courage to pick up the chart. With an electronic record, it is more difficult for an unauthorized person to gain access to a healthcare record. To do so a person needs more than a white coat and a badge; the person also needs a login name and a password. </span></div>

<span style="font-size: large;">To answer the question posed by the title, despite opposition from those who have a vested interest in not having an EHR, or even an EMR, such as drug companies whose drugs are creating previously uncovered side effects, or agencies that make money by repeating lab tests, electronic health records are a plus. This does not mean that efforts to protect healthcare data should be lessened. It does mean that we need to acknowledge the considerable progress already made in protecting healthcare data and the progress that will continue to be made. No, the records will never be 100% safe; but the benefits outweigh the risks, and no information, once shared, is ever 100% safe from disclosure.</span></div>

<span style="font-size: large;">Carrots are rich in the supply of beta-carotene, a carotenoid, that is made into Vitamin A by your body.  However, if your body doesn’t need Vit. A, it doesn’t make more.</span><br />

<span style="font-size: large;">What vitamin A does is help with your ability to see by allowing the receptors in your eye to work more efficiently.  Vitamin A is needed in the chemical processes that occur that change light signals into electrical signals that get sent to the vision center in the brain.    It is especially needed for night vision.  Often times though poor night vision is the result of uncorrected vision problems that glasses would help with.  A state of the art, anti-glare treatment on the lenses also maximizes the sharpness and comfort of the night vision as well.</span><br />

<span style="font-size: large;">Actually, other vegetables are probably better for your eye health overall.  Spinach leaves or other dark leafy vegetables like Kale are better due to the amount of lutein and zeazanthin carotenoid pigments as well as vitamins and minerals.  All darker colored fruits and vegetables with red, orange, dark green, yellow and purple colors are going to be great for the eyes.   Pale colored iceberg lettuce doesn’t count, it’s basically fiber.</span><br />

<span style="font-size: large;">So while you might think, “A salad a day keeps the eye doctor away, ” this is partially true.  At least in regards to the health of the eye.  If your eye does not refract light correctly, no food in the world will make it focus better.  Only a lens in front will make you see clearly.  So go ahead, eat those carrots and other veggies to help keep the eyes healthy.   Just make sure to leave off the ranch dressing.</span>

This implant supports proper eyelid functioning. The need for this may follow after an injury, glaucoma, eye infections and eye tumors. </span><br />

<span style="font-size: large;">What is this exactly? An ocular prosthesis, artificial eye or glass eye is a type of craniofacial prosthesis that replaces an absent natural eye following an enucleation, evisceration, or orbital exenteration. The prosthesis fits over an orbital implant and under the eyelids. Though often referred to as a glass eye, the ocular prosthesis roughly takes the shape of a convex shell and is made of medical grade plastic acrylic.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Artificial eye-making has been practiced since ancient times.  The first ocular prostheses were made by Roman and Egyptian priests as early as the fifth century BC.  In those days artificial eyes were made of painted clay attached to cloth and worn outside the socket.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">It took about twenty centuries for the first in-socket artificial eyes to be developed.  At first, these were made of gold with colored enamel.  Then, in the latter part of the sixteenth century, the Venetians started making artificial eyes out of glass.  These early glass eyes were crude, uncomfortable to wear, and very fragile.  Even so, the Venetians continued making them and kept their methods secret until the end of the eighteenth century.</span><br />
<span style="font-size: large;"><br /></span>

<span style="font-size: large;">After that, the center for artificial eye-making shifted to Paris for a time, but by the mid-nineteenth century, German glass blowers had developed superior techniques, and the center for glass eye-making moved to Germany.  Shortly thereafter, glass eye-making was introduced in the United States.</span><br />

<span style="font-size: large;">Presently, ocularists and eye surgeons have always worked together to make artificial eyes look more realistic. For decades, all efforts and investments to improve the appearance of artificial eyes have been dampened by the immobility of the pupil. One solution to this problem has been demonstrated recently in a device based on an LCD which simulates the pupil size as a function of the ambient light.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">he process of making an ocular prosthesis, or a custom eye, will begin, usually six weeks after the surgical procedure, and it typically will take up to three visits before the final fitting of the prosthesis. In most cases, the patient will be fitted during the first visit, return for the hand-painting of the prosthesis, and finally come back for the final fitting. The methods used to fit, shape, and paint the prosthesis often vary between ocularist and patient needs.</span><br />

<span style="font-size: large;">The care required for an ocular prosthesis, outside of regular polishes and check-ups with ocularists, typically revolves around maintaining moisture of the prosthesis and cleanliness. Patients find that after they've adjusted to their ocular prosthesis, they barely notice a difference in feeling between their artificial eye and their real eye.</span>

If those organisms infect the corneal surface they can destroy the delicate corneal cells, which can lead to scarring and vision loss.</span><br />

<span style="font-size: large;">To make matter worse there is a huge influx of cosmetic lens (decorative lens) wearers today. </span><span style="font-size: large;">These lens are gaining great popularity among movie and music fanatics, inspired by stars like Lady Gaga and films like Twilight. </span><span style="font-size: large;">Cosmetic lenses are sold everywhere, legally and illegally. </span><span style="font-size: large;">These lenses carry the same or even higher set of dangers than a typical contact lenses as people tend to handle them less appropriately. </span><span style="font-size: large;">Poor methods of usage include sharing the lenses, wearing ones that are either too big or hard and some even dyed their own cosmetic lenses!</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">he risks associated with contact lens wear are the same for all types of contact lenses (eg, rigid, soft, extended wear, daily wear) that are worn. Wearing contact lenses increases the risk for several serious conditions, including eye infections and corneal ulcers. These conditions can develop quickly; in rare cases, they can even result in blindness. The degree of risk is different for daily wear vs extended/overnight wear, as well as for different types of lens materials.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Risk is defined by the most serious adverse event that can occur, which in the case of contact lenses is microbial keratitis. A prospective study was conducted to determine the incidence of contact lens-related microbial keratitis in Australia. The study evaluated the incidence of microbial keratitis, as well as the rates of microbial keratitis among various modes of contact lens wear (daily wear, daily disposable, and extended wear) and types of contact lens materials (conventional hydrogel, silicone hydrogel, and gas permeable). The investigators reported on 151 cases of contact lens-related microbial keratitis; of the ophthalmic practitioners who participated in this study, 81% responded. The rates obtained were based on a denominator of 10,000 contact lens wearers.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Vision loss from microbial keratitis may be permanent. It all depends on when the diagnosis is made. If it is caught early and diagnosed properly followed by treatment, there may be no ulceration or scarring. (The scarring that develops from the corneal ulcer can cause permanent vision loss.) If the ulcer is centrally located in the cornea, permanent vision loss may occur, depending on how deep and invasive the ulcer is.</span>

<span style="font-size: large;">Despite the treatments available for lowering eye pressure, such as eye drop medication, laser treatment, and operating room surgery, there are some individuals for whom these treatments either do not sufficiently lower the eye pressure, or cause unacceptable side effects. In these situations, both glaucoma patient and physician look for alternative therapies.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">One of the commonly discussed alternatives for the treatment of glaucoma by lowering IOP is the smoking of marijuana.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The idea that marijuana can be helpful in treating glaucoma dates to the 1970s. Studies conducted then showed that smoking marijuana lowered the IOP of people with glaucoma. As a result of this research, additional studies were conducted examining whether marijuana or its active ingredient, a compound known as THC, could be used to keep IOP lowered. This research was supported by the National Eye Institute, a division of the federal National Institutes of Health.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The research found that when marijuana is smoked or when a form of its active ingredient is taken as a pill or by injection, it does lower IOP. However, it only lowers IOP for a short period of time—about three or four hours.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;"></span><br />
<span style="font-size: large;">This short period of time is a major drawback for the use of marijuana as a glaucoma treatment. Because glaucoma needs to be treated 24 hours a day, you would need to smoke marijuana six to eight times a day around the clock to receive the benefit of a consistently lowered IOP. Because of marijuana's mood-altering effect, smoking so much of it daily would leave you too impaired to drive, operate equipment or function at the peak of your mental ability.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Scientists are still exploring whether the active ingredients in marijuana may yet offer a glaucoma treatment. However, such developments require much more research and are many years from becoming a reality.</span>

<span style="font-size: large;">The Community Health Information Tracking System (CHITS) is now in its 14th year of operations in the country. CHITS is part of the National Telehealth System wherein medical services for the public are linked electronically. CHITS is part of that system as well as the RxBox.</span></div>

<span style="font-size: large;">These systems enable the various health centers to be connected and can transmit needed information in the conduct of public health service.</span></div>

<span style="font-size: large;">The City of Pagadian has already improved its capacity in providing health care to its citizens. The city's four main health centers are all integrated with CHITS and it is the first city in the Zamboanga Peninsula to do so.</span></div>

<span style="font-size: large;">The training of its city health office staff has recently been concluded with regards to its electronic medical records system.</span></div>

<span style="font-size: large;">The University of the Philippines (UP) Manila – National Telehealth Center undertook the training of the city health office staff through the initiative of Pagadian City Mayor Romeo Pulmones and the City Health Officer, Dr. Noel Ceniza. The training and deployment of CHITS were undertaken in the districts of Sta. Lucia, San Pedro, Balingasan and San Jose, all of the has coverage on 54 barangays in the city.</span></div>

<span style="font-size: large;">The training was attended by 22 health workers last May 17 -19, 2017. Participants in the training were physicians, nurses, midwives, pharmacists, IT practitioners and even members of the sanitation department.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">The training included subjects such as the importance of good quality data, practice of ethics in 3Health, Basic CHIT Modules that were composed of general consults, maternal care, lying-in, hygiene, family planning and even Philhealth reports.</span></div>

<span style="font-size: large;">With their efforts in acquiring information technology resources in health, the Pagadian City Health Office envisions to lead the way in eHealth in the region.</span></div>
