<span style="font-size: large;">The National Telehealth Center is a “RESEARCH”  project of the University of the Philippines that operates in conjunction with the DOH and the DOST. It started in 2004 and has since expanded its coverage from its original 10 sites. <br /><br />The National Telehealth Center provides a system wherein rural or community based physicians can refer cases to counterpart doctors at the other end of the system and get expert opinions and advice through a web-based system. This gave  primary case young doctors the support needed when medical operations are being conducted in said rural or urban communities. It is a dynamic database of medical information based on the experiences of the other physicians in the network. Currently, it is being implemented in 259 LGUs throughout the country.<br /><br />Whereas in its initial phase, Telehealth was a web-based portal, little more than a chat system between doctors, it has evolved into a system where transmission of and recording of basic medical data is transmitted from one point to another. This is the RxBox. <br /><br />The RxBox is the result of the cooperation between the National Telehealth Center, The DOST and UP Diliman. According to Dr. Portial Marcelo, director of the National Telehealth Center, the RxVBox can also function as a diagnostic tool since it can monitor the patient’s  heart rate, pulse rate, blood and blood oxygenation. The RxBox enables remote consultations between patrients, community health workers and urban based experts<br /><br />Dr. Portia Marcelo explains that the potentials for the RxBox and like systems in the Philippine healthcare system, particularly the public healthcare system has yet to reach its full utilization and that the RxBox itself which was developed by the DOST needs institutionalized funding as it is now relying solely on grants.   <br /><br />Source: Interview with Dr. Portia Marcelo, Director, National Telehealth Center</span><br />

<span style="font-size: large;"><br /><br />The plight of rural medicine or even urban community medicine can be likened to the Doctor to the Barrios of Dr. Juan Flavier which presents the stories in a light manner or the realities of Dr. Johnny Escandor in all it grim realities. But the fact remains that rural and community medicine and practice is one he holy grails of Philippine Medicine. </span></div>

<span style="font-size: large;"><br />The efforts of past health secretaries to entice the newest talents from Philippine medical schools have already created a culture among those newly graduated to put in their time. It is a noble effort and is comparable to the former Soviet Union’s “Hero Projects”. </span></div>

<span style="font-size: large;"><br /><br />The success of these young doctors and medical professional also hinges on the support of both those that sent them and the community. The community, having the wisdom to take care of their “doctor” will leave no stone unturned in supporting the assigned medical professional. But there are gaps that the community simply could not fill in. A knowledge and experience database is an important component in community medicine.<br /><br />Unlike in conventional internships in hospitals, usually the young physician would have to rely on his accumulated knowledge and the experience of those previously encountered which does not really build up into a formidable storage of knowledge.<br /><br />In 2004, the University of the Philippines proposed the National Telehealth Center as a project. Having learned of the gaps in community medicine through its graduates, UP came up with Telehealth. It was initially a web-based portal made by a development team that employed the “Buddy Works”  wherein a referring physician can type in questions and will be answered by other physicians at the other end of the network.<br /><br />In 2007, Dr. Alvin Marcelo who was a TOYM awardee for Medical Informatics headed the project. This paved the way for grants to come in for Public Health Informatics and that the DOH also made initial investments in Telehealth.<br /><br />Currently, the National Telehealth Center covers 259 Local Government Units that covers the Cordillera Autonomous Region, Region VIII, Tawi-Tawi and Romblon.<br /><br />Source: Interview with Dr. Portia Marcelo, Director, National Telehealth Center</span></div>

<span style="font-size: large;"><br />The Jeepney is not only a means of transport to most Filipinos, it is also a cultural icon. Born from the many military jeeps left by the US after WWII, its design was altered to accommodate more passengers with decorations and accessories that go with the Filipino idea of aesthetics.<br /><br />Unfortunately, the military jeep was not ergonomically designed for comfort but for utility in combat. That same ergonomic design has not changed much to this day. Thus, Gorio and his Jeepney even had to have a British driver in a History Channel documentary to highlight this fact.<br /><br />A study conducted by the College of Engineering in UP Diliman wherein jeepneys doing the rout of the Diliman Campus were observed, measured and drivers interviewed came up with unhealthy results. These included small legroom, uncomfortable seats, hard to adjust mirrors, ventilation, windshield height limitations combine with 10 hour working days result in back pain and fatigue that is commonly endured by jeepney drivers. <br /><br />The UP researchers made suggestions in the re-design of the jeepneys. <span style="font-size: large;"><br />The re-design of the contour of the drivers’ seats would also reduce the back pains and fatigue of the drivers. The additional height of the windshield will make for a better view of traffic and traffic lights for added road safety.<br /><br />But the drivers disclosed that these modifications would result in additional expenses that in their own cost benefit analysis would be unacceptable. They would rather endure tha fatigue, discomfort and back pain rather that shell out costs.<br /><br />Such is the case of Philippine society today. Health is not one of the priorities or is the least priority the lower the socio-economic level gets. <br /><br />Health takes a back seat to a greater number of Filipinos and Health Design is also in the same seat</span></div>

It is also because what rose from the smoke and ashes of the tower’s destruction was the very first, human implantable RFID microchip tracking device. Verichip Corp. launched it’s very first product early on in 2002, and it has given birth to a massive technology boom that covers all across every sector of science and technology to the tune of billions of dollars per year. Are we very close to seeing millions of humans walking around with microchip implants? Big Business thinks so, and are betting the farm that it will happen. Who do you know that doesn’t have a smart phone?<br /><br /><b>And it already is happening, look and see for yourself</b><br /><br />“In the long run, chip implants could make it less intrusive than some emerging ID systems which rely on physical biometrics (like your fingerprints or unique eye pattern),” says Alex Soojung-Kim Pang, author of the book “Distraction Addiction” and visiting scholar at Stanford’s University’s Peace Innovation Lab.<br /><br />“This should be a matter of individual choice, but fighting crime should be much easier using chips,” adds sci-fi author Larry Niven, who predicted chip implants in the ’70s. Niven said he supports chip implantation for security reasons, provided it is an opt-in measure.<br /><br />This month at the Transhuman Visions conference in San Francisco, Graafstra set up an “implantation station” offering attendees the chance to be chipped at $50 a time. Using a large needle designed for microchipping pets, Graafstra injected a glass-coated RFID tag the size of a rice grain into each volunteer. By the end of the day Graafstra had created 15 new cyborgs.<br /></span><br />

<footer class="story-footer story-content"><span style="font-size: large;">HOW far would you go to protect your health records? Your privacy matters, of course, but consider this: Mass data can inform medicine like nothing else and save countless lives, including, perhaps, your own.<br /><br />Over the past several years, using some $30 billion in federal stimulus money, doctors and hospitals have been installing electronic health record systems. More than 80 percent of office-based doctors, including me, use some form of E.H.R. These systems are supposed to make things better by giving people easier access to their medical information and avoiding the duplication of tests and potentially fatal errors.<br /><br />Yet neither doctors nor patients are happy. Doctors complain about the time it takes to update digital records, while patients worry about confidentiality. Last month the Association of American Physicians and Surgeons went so far as to warn that E.H.R.s could “crash” the medical system.<br /><br />We need to get over it. These digital databases offer an incredible opportunity to examine trends that will fundamentally change how doctors treat patients. They will help develop cures, discover new uses for drugs and better track the spread of scary new illnesses like the Zika virus.<br /><br />Medicine is famous for serendipity — scientists coming across important findings when they least expect them or aren’t even looking. I’ve often said that we may have all the drugs and therapies we need already to prevent, treat or cure most ailments, but we don’t know which ones can be used on which conditions and at which doses.<br /><br />Case in point: Last year, a team led by researchers at the MD Anderson Cancer Center and Washington University found that a common class of heart drugs called beta blockers, which block the effects of adrenaline, may prolong ovarian cancer patients’ survival. This discovery came after the researchers reviewed more than 1,400 patient records, and identified an obvious pattern among those with ovarian cancer who were using beta blockers, most often to control their blood pressure. Women taking earlier versions of this class of drug typically lived for almost eight years after their cancer diagnosis, compared with just three and a half years for the women not taking any beta blocker.<br /><br />The researchers are now preparing follow-up clinical trials of ovarian cancer patients. My guess is they will confirm the connection.<br /><br />This information was lying in plain sight, no invasive procedures or testing required. We could have found it years earlier if we had had the data.<br /><br />Here’s another recent example. In 2015, researchers at Stanford University and the Houston Methodist Research Institute analyzed more than 16 million clinical documents from some 2.9 million patients and discovered a connection between prescriptions of a certain kind of heartburn drug and heart attacks. One in 15 Americans takes these drugs, the so-called proton pump inhibitors (P.P.I.s) such as esomeprazole (Nexium), omeprazole (Prilosec) and lansoprazole (Prevacid). The study found that they can increase your risk of a heart attack by about 16 percent, regardless of whether or not you have an existing heart condition.<br /><br />This conclusion came from simple data mining, and confirmed earlier research conducted in 2013 and published in the journal Circulation indicating that P.P.I.s could potentially lead to long-term cardiovascular disease by changing the lining of blood vessels. Patients who were prescribed another type of heartburn drug, however, had no increased likelihood of heart attack.<br />I get that patients are nervous about releasing their health records. Studies have shown that even anonymous strings of DNA data can be linked to individuals. Patients understandably don’t want their acquaintances and employers to know all their private health information. But we cannot let these fears suppress the powerful insights medical data can offer us. When I explain to my own patients what can be done with their information for the greater good in research, nobody has ever said to me, “Don’t use my data.”<br /><br />We all go to a machine on the street where we insert a plastic card and cash comes out; we log into our online accounts to check our balances and pay bills; and we give credit card numbers that contain a key to our financial information to retailers without a second thought. But if I asked you to put your de-identified personal health information online, or share it and perhaps some bio-specimens with people other than your own doctors, you might panic. “Health data is not the same as financial data,” you might say.<br /><br />We need to move past that. For one thing, more debate over data sharing is already leading to more data security. Last month a bill was signed into law calling for the Department of Health and Human Services to create a health care industry cybersecurity task force, whose members would hammer out new voluntary standards.<br /><br />New technologies — and opportunities — come with unprecedented risks and the need for new policies and strategies. We must continue to improve our encryption capabilities and other methods of data security and, most important, mandate that they are used. The hack of the Anthem database last year, for instance, which allowed 80 million personal records to be accessed, was shocking not only for the break-in, but for the lack of encryption.<br /><br />We also must block attempts to discriminate based on health information for work or other pursuits with continued legislation, and portray those who participate in the sharing of health data as heroes. In fact, they are heroes: They are part of tomorrow’s cures for themselves and their children. We also need to revisit the cumbersome and obsolete privacy rules enacted by the Health Insurance Portability and Accountability Act of 1996 to make it easier for patients to participate. One idea is to establish a trusted middle “broker,” such as a dedicated nongovernmental agency, that can ensure that every effort is made to keep records anonymous before their release for research studies.<br /><br />Medical research is making progress every day, but the next step depends less on scientists and doctors than it does on the public. Each of us has the potential to be part of tomorrow’s cures.<br />David B. This may be a limiting factor to providing video consultations locally. But are physicians and patients willing to use video consultations if bandwidth was not a problem?<br /><br />T1. As a physician, nurse or other healthcare provider, are you willing to hold consults with patients via video? Why or why not?<br /><br />As a patient, are you willing to seek consult with a doctor, nurse or other healthcare provider via video? Why or why not?<br /><br />According to the WMA Statement on Ethics of Telemedicine, Ideally, telemedicine should be employed only in cases in which a prior in-person relationship exists between the patient and the physician involved in arranging or providing the telemedicine service.<br /><br />It has been said that six out of ten Filipinos die without ever seeing a doctor. Can we assume then that those likely to benefit from a video consultation will be those that have never seen a doctor?<br /><br />T2 Do you agree that telemedicine should be employed only when a prior in-person relationship exists between the patient and MD?<br /><br />In a video consultation, the physician is unable to conduct a physical examination of the patient. Prescribing medications during a video consultation thus raises safety issues.<br /><br />T3. Do you agree with remote prescribing via a video consultation? Why or why not?</span></div>

<span style="font-size: large;">Twelve teams from schools all over Manila participated in HealthHacks PH 2016 - the first Philippine health hackathon exclusively for students<br /><br />by Brian Tan, January 27, 2016<br /><br />Last January 23-24, HealthHacks PH - a non-profit organization run by college students passionate about solving healthcare problems through technology - held the first ever health hackathon for students in the Philippines in Microsoft's Office, Makati.<br /><br />Twelve teams from different schools all over Metro Manila participated in the competition. The main objectives of HealthHacks were to stimulate innovative thinking in the participants by presenting them the problems being faced in Philippine and global healthcare, as well as to inspire the talented students to create tech solutions to these problems.<br /> </span></div>

<span style="font-size: large;">Day 1 of HealthHacks - Participants getting ready for the 24-hour hackathon.<br /><br /><b>Inspired by His Dad</b><br /><br />During the welcoming remarks, HealthHacks founder Kyle Tan gave the participants an inspiring, personal speech about why he created this organization and event.<br /><br />“I was inspired to start this initiative by my dad,” said the HealthHacks founder. Kyle’s dad suffered 6 long years of pneumonia, which developed into stage 4 cancer.  As such, Kyle was motivated to solve this problem of “hacking” cancer.  The best way he found to do that was by organizing a healthcare hackathon - so HealthHacks PH was born.<br /><br /> <b>A Gathering of Experts in Healthcare</b><br />  <br />HealthHacks PH also successfully gathered an esteemed set of speakers, mentors, and judges.  Among the speakers were Dr. Raymonde Uy, who is currently a Postdoctoral Research Fellow in Medical Informatics at the National Library of Medicine, and Farouk Meralli, the CEO of mClinica, a local healthtech startup.<br /><br />“Technology is shaping the modern practice of medicine,” said Dr. Raymonde. He gave the participants a talk that discussed the many ways on how Health Informatics is changing the lives of both doctors and patients - and how faster adoption of it is needed in the country.<br /><br /><b>Farouk's Crazy Startup Journey</b><br /><br />Meanwhile, Farouk Meralli, who holds a Masters in Health Policy and Management from the Harvard T.H. Chan School of Public Health, talked about his own personal startup journey - from living in the US, to working at big pharma companies, to having to build a company for the Philippines in such a short amount of time.<br /><br />“I had 60 days to get the first pharmacy in, otherwise I would lose my first payment. 60 days - do or die. Luckily, I found a great team to build the tech. It worked enough, so we got our first pharmacy in, and from there it just grew,” said Meralli.<br /><br /><b>Problem Pitches and Hacking Time</b><br /><br />Following the talks came the problem pitching time - a segment borrowed from the Hacking Medicine program at the Massachusetts Institute of Technology (MIT).  During this time, each participant gave a 30-second pitch about a problem in healthcare he/she wanted to solve.  Afterwards, the participants teamed up into groups of three. The teams refined their ideas and consulted with the experienced mentors in attendance, which included Jay Fajardo of Medifi and Marc Medina of MEDIX - 2 CEO’s of local healthtech startups.<br /><br />The rest of the day was left for the participants to ideate, validate, and hack their ideas into creation, with some participants choosing to not sleep during the overnight event.<br />Final Pitching to the Judges</span></div>

<span style="font-size: large;"><br />On the 2nd day, after more than 20 hours of work, the participants finally had to pitch their ideas to an esteemed set of 6 judges. They had to present to the panel of Farouk Meralli and Dr. Raymonde Uy; Martin Gomez from IBM; Rodrick Tan from By Implication; Dr. Ruby Cristobal from the Department of Science and Technology - Science Education Institute; and Kit Sumabat from the Philippine Nursing Informatics Association.<br /><br />After almost two hours’ worth of presentations and demos, three teams were named the winners of the first ever health hackathon for students in the Philippines.<br /><br />The third and second prizes, which were cash prizes of P1,000 and P2,500, went to Team #SQUAD and Team STDuty respectively. Team #SQUAD, composed of Andre Cauilan, Xavi Ablaza, and Aldrin Mallari, created Insuloop - an app and a portable hardware solution that aims to help Type 1 Diabetes patients with an automated glucose monitor and insulin pump.  On the other hand, Team STDuty, composed of Lizeth Baldelomar, Frances Calceta, and Gabby Torres, created Seize The Date - a game that seeks to educate teenagers about sexually transmitted diseases through interactive storylines.</span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><br />The grand champion of HealthHacks PH was Team Bitscript - a group of 14-year-old Grade 9 students from Xavier School.  Team Bitscript, composed of Jacob Dy, Zachary Sy and Phillbert Tan, created Temperate, a cloud-based data management and collaboration platform that includes an electronic medical record system, a user ID system with personalized image detection, and real-time QR and barcode processing. The team was awarded P5,000 in cash, and the opportunity to be incubated by Farouk Meralli, the CEO of mClinica.<br /><br />With the help from their major sponsors - Microsoft, Kickstart Ventures, and Infosys - together with the inspiration and expertise given by the mentors, speakers, and judges, HealthHacks PH's first event proved to be a rousing success. Now, it is up to the participants to continue developing their apps and become the next generation of healthcare game-changers in the Philippines.</span></div>

<br /><span style="font-size: large;">A new memorandum of agreement (MOA) was signed between the UP Manila-National Telehealth Center (NThC) represented by the UP College of Medicine Dean, Dr. Alberto Roxas and the province of Capiz represented by Gov. Victor Tangco on February 18, 2010 at the Governor’s Mansion in Lanot, Roxas City, Capiz. The signing was witnessed by Dr. Jarvis Punsalan, Provincial Health Officer; Dr. Arthur Manzon, NThC Project Coordinator; Dr. Paulo Pagkatipunan, Director of Postgraduate Institute of Medicine; Dr. Teodoro Herbosa of the UP-PGH Medical Center; Dr. Dante Galbines, Chief, Roxas Memorial Hospital and Dr. Baden Cantiller, Chairman of the Health Committee, Capiz Provincial Board.<br /><br />The new MOA aims to continue the collaboration of the NThC and the province of Capiz in improving  healthcare delivery to the people utilizing information and communications technology (ICT). Particularly,  the new MOA provides the groundwork for a partnership in implementing eHealth and Telemedicine applications or projects for the people of Capiz. The NThC and the province have been successful already in its previous collaborative efforts in projects such as Buddyworks, e-procurement system and the ongoing TB-DOTS study.<br /><br />A new study on eHealth is currently underway with the Mambusao District Hospital and the Bailan District Hospital as pilot sites. The cost benefit analysis of computerization of a district hospital aims in substantial terms to create a framework and formalize the benefits of computerizing local hospitals. Other NThC services such as Telemedicine and eLearning will soon be made available to the people of Capiz as well.<br /><br />NThC's commitment is to engage people to use available technologies to improve health care albeit distance barriers. Since its conception, it continues to develop telehealth applicants derived from people's own problem-solving contributions. Through research-cum-service activities, the center helps both patients and health care providers maximize widely available and cost-effective ICT tools to improve delivery of healthcare.</span></div>
