The Surgery Center Centuria Medical Makati and Spectrumed brought world renowned cosmetic surgeon Dr. Brian Kinney to perform a procedure using new machines and techniques that are minimally invasive, painless, a single treatment solution, gives little or no downtime for the patient and is a quick and easy procedure.<br /><br />ThermiTight is a treatment wherein the surgeon applies a controlled amount of thermal energy to targeted tissue. A tiny probe is used to gently heat specific tissues to a pre-determined therapeutic temperature. The whole procedure is monitored in real time by a Forward Looking Infrared (FLIR) camera and monitor. <br /><br /> The surgeon can then precisely use the probe on the tissues that need to be treated with heat and at the same time provide constant feedback and actual temperature during the course of the treatment.<br /><br />The procedure was done remove “double chins” on a patients and that it took less than an hour with no pain and discomfort felt during the entire course of the procedure. The patient was conscious the whole time and Dr. Kinney was doing a step-by-step narration of the entire procedure. Also, a very accurate description on what being shown at the FLIR monitor was continuously discussed.<br /><br />Dr. Brian Kinney, aside from his medical degrees also have a masters degree in chemical engineering and electronics engineering. Forensic DNA technology: A powerful tool for judicial reform

<br /> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;">DNA testing is the most powerful tool for human identification. Since its discovery in the mid-1980s, DNA profiling had caused a paradigm shift in the identification of victims, perpetrators and witnesses in numerous cases. The identification of genetic markers that are highly variable in human populations is a major step toward the establishment of reference as well as criminal databases needed for statistical evaluation of matching DNA evidence, or identification of repeat offenders, respectively. In addition, the chemical stability of a DNA molecule against harsh environmental challenges such as extreme temperatures and high humidity makes it more suitable for criminal investigations which lasts for months, even years in the Philippines. Moreover, the fact that a person inherits one’s DNA from one’s parents, provides an investigator with alternative reference samples, when an individual’s own reference biological sample is unavailable.</span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;"><br /></span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;">Recent advances in forensic DNA testing are now paving the way for reforming the manner by which cases are resolved in courts of law through the way suspected offenders are apprehended during a criminal investigation. Firstly, the availability of new markers which are more variable across different populations, adds to the increased power of discrimination once more genetic markers are used. From the time when DNA testing only involved seven to nine genetic markers to evaluate if crime scene evidence matches a suspect’s profile, as well as to determine relationships, to the current battery of 21 autosomal markers and 23 male-specific markers, the capacity of DNA profiling to differentiate individuals has increased significantly. The use of automated and expert systems for large-scale analysis has also been found to reduce manual errors and to increase output per unit time. The use of several dyes in a single multiplex system provides more information from the same amount of genetic material compared to reactions targeting only one genetic marker but requiring the same amount of DNA that was common in the early 1990s.</span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;"><br /></span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;">More recent developments involve the use of information derived from mutation rates of a group of genetic markers, known as short tandem repeats, located on the Y-chromosome (Y-STRs), which enables us to differentiate from paternally related male persons. Scientists, including those in our laboratory at UP Diliman (www.dnaforensic.org), are continuing to search for new and better polymorphic markers for purposes of human identification. This work will be undertaken within the Program on Forensics and Ethnicity of the Philippine Genome Center wherein advances in genomics such as next generation sequencing technology (NGS), as well as microarray work, will be used to accelerate the process of discovery of genes which are highly variable in Philippine populations (www.pgc.up.edu.ph).</span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;"><br /></span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;">Secondly, the development of more robust reaction mixes coupled with shorter PCR products has also opened the possibility of re-testing old case samples which may have yielded negative results such as in cold cases, or in the re-opening of cases wherein prisoners continue to claim their innocence and relevant biological samples are still available (post-conviction DNA testing). Recently, the Innocence Project Philippines Network was launched at the National Bilibid Prison and the Correctional Institute of Women (https://www.facebook.com/InnocenceProject Philippines). The Network consists of student volunteers in legal aid clinics of the law schools of the University of the Philippines, De La Salle University and Ateneo de Davao; law faculty, lawyers providing pro-bono work, NGOs, private citizens and scientists at the UP DNA laboratory who are working together to evaluate prospective wrongful conviction cases. In its initial phase, the volunteers are tasked to find cases that have become final and executory but that may be re-opened for post-conviction DNA testing following the Rules on DNA Evidence that was promulgated by the Supreme Court in 2007. In the Philippines wherein DNA testing of cases such as People vs. Hubert Webb et al. and People vs. Paco Larranaga et al. could have provided answers to many questions and confirmed or negated witnesses’ testimonies, the use of post-conviction DNA testing, that is now recognized by the Supreme Court, remains to be realized.</span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;"><br /></span></div> <div style="text-align: justify;"> <span style="font-family: "helvetica neue" , "arial" , "helvetica" , sans-serif;">Thirdly, the US FBI recently reported the development of faster and portable DNA analytical systems that would allow investigators to generate DNA profiles on site, thereby increasing the chances of apprehending the real perpetrator almost in real time. The speed and accuracy of these portable DNA systems are crucial in criminal investigations. In the Philippines where no DNA legislation exists governing the collection, handling and storage of crime scene evidence as well as in the establishment and security of criminal databases, the use of these analytical systems will not have its maximum effect. More importantly, as science, particularly genetics, continues to expand its forensic applications, there is an urgent need for revising the curriculum of relevant courses such as criminology, public administration, political science and law, into incorporating relevant science and genetics topics, in order to improve the education of our future law enforcement personnel, administrators, politicians, legislators, lawyers and judges. On one end of the spectrum are a handful of big pharmacy chains that dominate the market revenue-wise, and on the other are hundreds of mom-and-pop shops spread in rural areas.</span><br /> <br /> <span style="font-size: large;">For drug companies, this has been problematic. Many mom-and-pop or independent shops keep track of inventory the old-fashioned way – by hand. They don’t have a system to monitor which products are actually being sold, to whom, and at what volume. Thus, drug companies have no clear picture of the market to base critical business decisions on.</span><br /> <br /> <span style="font-size: large;">For consumers, it’s a different problem. Medicine prices are high and growing at a faster rate relative to incomes. The gap is undeniable.</span><br /> <br /> <span style="font-size: large;">Consumed by this dilemma, 28-year-old Farouk Meralli – who had built a career working for multinational pharmaceutical companies – thought of a way to help both the pharmaceuticals and patients. “I wanted to do something good for the world and good for business. I asked myself, ‘what can I do to marry the two?’”</span><br /> <br /> <span style="font-size: large;">That’s how he got the idea for his company <a href="http://mclinica.com/" target="_blank">mClinica</a>.</span><br /> <h3> <span style="font-size: large;"> The way it works</span></h3> <span style="font-size: large;">mClinica uses mobile technology to connect drug companies, their distributors, pharmacies, and patients. It currently has 1,400 independent pharmacies with access to over 20 million customers on its platform.</span><br /> <br /> <span style="font-size: large;">It works this way: patients who visit any one of the pharmacies on the platform can avail of discounts on medicines by simply providing their mobile phone numbers. Pharmacies must send the transaction details to the platform to get reimbursed by the drug companies. The pharmacies also enroll the patients into a program that helps them better understand their health conditions and reminds them to refill when they’re running low on supply.</span><br /> <br /> <span style="font-size: large;">In the Philippines, where the poor have limited access to health care and often must choose food over medicine, the discounts are a big help. The discounts also act as incentive for them to adhere to their doctors’ prescriptions.</span><br /> <br /> <span style="font-size: large;">The rest of the supply chain benefits too. The platform allows drug companies to devise programs to improve patients’ health while boosting their sales – to levels high enough to offset the discounts. It gives them access to market insights that have never been available before, and that they can access real time.</span><br /> <br /> <span style="font-size: large;">For their part, independent pharmacies, which tend to have lower margins than chain pharmacies, are able to widen their consumer base. Meralli says they’re working to include chain pharmacies in their network as well. After all, their goal is to reach as many patients as possible.</span><br /> <h2> <span style="font-size: large;"> The man behind it</span></h2> <span style="font-size: large;">Meralli’s heart has always been in healthcare. He took up biomedical sciences at McGill in Montreal, Canada, and then went to Harvard to get a masters in health policy.</span><br /> <br /> <span style="font-size: large;">After graduating from Harvard, he worked for pharmaceutical heavyweights Roche, Johnson & Johnson, and Pfizer.</span><br /> <br /> <span style="font-size: large;">Throughout his career, he says he noticed the same problems. “In emerging markets, these pharmaceutical companies didn’t have access to the same kind of data that they did in mature markets like the US, Western Europe, and Canada where pharmacies are very consolidated and data is easy to access. From a societal perspective, in many of these markets, the price of medicine is incredibly high and health literacy is a challenge.”</span><br /> <br /> <span style="font-size: large;">Meralli says a technology like that of mClinica is the most economically viable and sustainable way to solve the problem because it has massive impact.</span><br /> <br /> <span style="font-size: large;">All he had back then, however, was an idea. He had no entrepreneurial background and no funding. “When I started this, I literally had 13 slides, there was no technology, no team – just me and the slides.”</span><br /> <br /> <span style="font-size: large;">So he went and pitched his idea to the head for emerging markets of Merck, one of the world’s biggest pharmaceutical companies. By sheer luck and a lot of perseverance, Merck agreed to a pilot, Meralli recalls.</span><br /> <br /> <span style="font-size: large;">They introduced the business in the Philippines and India first. It got good traction in the Philippines, but they felt India was more of a long-term play.</span><br /> <br /> <span style="font-size: large;">They decided to focus all their resources on the Philippines, put together a research and development team, and grew from there.</span><br /> <br /> <span style="font-size: large;">“It was very fortunate but also a bit scary because you’re betting on an idea, on yourself, taking a complete gamble. That’s what startups are.”</span><br /> <br /> <span style="font-size: large;">He says it helped that he was totally okay with moving to an entirely new country. “I kind of, from a very young age, traveled all around the world. I’ve been very fortunate to have traveled to over 80 countries which gave me great cultural perspective.”</span><br /> <br /> <span style="font-size: large;">Meralli says it was difficult setting up in the Philippines though. “The process was not exactly straightforward. In the US, if you start a company – set it up, open a bank account, get the licenses and permits – you do it in about two to three days. Here, it took two and a half months to get the full thing done.”</span><br /> <br /> <span style="font-size: large;">Nevertheless, the Philippines presented them with a lot of opportunity. Leachon is a Filipino physician and considered one of the   leaders in preventive health education and health reform advocate. His major success to date is the passage of the sin tax law that aims to curb smoking and alcohol related illnesses. This law was passed December 2012. <br /><br />Dr. Leachon earned his medical degree from the University of Santo Tomas Faculty of Medicine and Surgery  in 1985 and was one of the topnotchers in the 1986 Professional Regulatory Commission (PRC) Medical Board examinations in 1986.  <br /><br />Owing to Dr. Leachon’s various involvements and advocacies in the field of medicine, several awards and recognitions were given as follows: <br /><br />2006- 2010 He was a Distinguished Fellow of the Philippine College of Physicians in 2006 One of the Outstanding Filipino Physicians(TOFP) in 2008 by DOH and Phil Jaycees Most Outstanding Medical Professional by the Professional Regulation Commission in 2009 The Outstanding Filipino Awardee in Medicine (TOFIL Award) in 2010 by the Phil Jaycees Senate.<br /><br />2011-2013 Dr. Leachon was Medical and Regulatory Affairs Director of Pfizer for 18 years ( with experiences dating back from 1993 as Medical Director of Warner Lambert until his retirement in October 2010 ). He joined the Department of Health as one peso consultant for noncommunicable diseases from November 2011 to August 2013. Imbued with helping the government in the control of noncommunicable diseases, he became the Lead proponent of the government and civil society in the passage of the sin tax law for tobacco and alcohol which was signed by President Benigno Aquino III last December after languishing in congress for 16 years. The pioneering sin tax law will curb smoking and alcohol illnesses and earn additional 500 billion pesos for DOH for the next ten years. He is introducing new innovative concepts in unhealthy diet for our healthcare system – mandatory food labeling, calorie counter and food plate. The Sin Tax Bill was signed last December 20, 2012.<br /><br />2012-2014 He was the immediate past President of the Philippine College of Physicians, the premier medical organization of 10,000 internal medicine specialists. During his term, he revitalized health care advocacies, strengthened media communications, and established a blue print for culture change in the organization. He served as the Director of the Information, Publications, and Public Affairs Office (IPPAO) of the University of the Philippines – Manila from June 2012 to November 2014. In his 3 year term, he led UP Manila in the passage of landmark legislations: Sin Tax Law for Tobacco and Alcohol, and the Reproductive Health Bill.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br />2014-2015 Dr. Leachon is a Fellow of the American College of Physicians (2014). He has been recognized as well by distinguished medical societies in Asia – as Honorary Fellow of the Royal College of Malaysia (2014), and Thailand (2015).<br /><br />2015-2016 As a leading internist and cardiologist at Manila Doctors Hospital, he was given The Exemplar Award for his great contributions to the institution in January 2015.<br />Dr. Leachon garnered The National Ulirang Ama Awardee for Medicine for 2015 (June 21, 2015). The prestigious award was given by the National Mother’s Day and Father’s Day Foundation Inc., headed by its President, Mr. Wilfredo M. Talag. This honor recognizes outstanding Filipino fathers who have shown success in their professional lives while fulfilling their role as head of their respective families.<br /><br />For leading the Filipino medical community in healthcare reforms, Dr. Leachon was accorded The Most Outstanding Alumnus in Community Service by the UST Medical Alumni Association in America on July 4, 2015 in Orlando, Florida. Currently, Dr. Leachon is the president of the Philippine College of Physicians Foundation, Inc. and the president of the UST Medical Alumni Association 2015-2016.<br /><br />August 5, 2015 Dr. Leachon was given the Lady Justice award by the Public Affairs Office headed by Atty. Persida Acosta for helping 16 year old Krisel Mallari in her crusade to seek justice and be admitted at the UST Faculty of Accountancy.<br /><br />Aside from his innumerable service to his patients and the country, Dr. Leachon is greatly credited for being the author of Executive Order 595 or the Health Education Reform Order (H.E.R.O.). <br /><br />Yet of all the things he has done for his patients and his country, Dr Leachon has been recognized for authoring Executive Order 595 – Health Education Reform Order (H.E.R.O.). The HERO remains the largest physician-led advocacy on comprehensive health education and disease prevention. We need an infrastructure that would assist us in getting and delivering information that would be used by our medical practitioners and decision makers involved in the deployment of these health services. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The partnership forged among the Department of Science and Technology (DOST), the Philippine Health Insurance Corporation (PHIC) and the Department of Health (DOH) to come out with the Philippine Health Information Exchange (PHIE), is an initiative that would ensure accurate and timely health information exchange that can be instrumental in improving the services of these three agencies as well as the other organizations that could use the said data.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">At a press conference which was part of the eHealth Forum held the same day, July 26, 2014, at the SMX Convention Center of the Mall of Asia complex, several heads of government agencies like the DOH and DOST presented to the media the PHIE project. Leading the press conference panel were Secretary Enrique T. Ona of DOH, Secretary Mario G. Montejo of DOST, UnderSecretary Teodoro J. Herbosa of DOH, Dr. Jaime C. Montoya of PHRD, and Dr. Shaun J. Grannis of the Regenstrief Institute USA. Everyone was available to the inquiries of the media.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The DOST, through its Advanced Science and Technology Institute (ASTI) and the Information and Communications Technology Office (ICTO), will provide infrastructure and security support for the DOH - PhilHealth Harmonized Data Warehouse platform. This will definitely require a lot of funding, and its completion may take years before we could actually feel the benefits.
